This study, supported by the 2021–2025 Report on the International Communication Index of Chinese Cultural Symbols, focuses on the overseas dissemination of Chinese popular IP short videos empowered by new media digital intelligence technologies. It employs visualization analysis and case study methods to examine platform weight, the popularity of cultural symbol dissemination, and annual evolution characteristics, analyzing the dissemination effectiveness and existing shortcomings of three types of IP: digital cultural creation, National Trend intangible cultural heritage, and local cultural tourism. The study finds that TikTok and YouTube are the main dissemination platforms, and digital intelligence technologies have driven the dissemination from surface-level display to value transfer. However, there are still issues such as shallow application of technologies, lack of cultural translation, insufficient localization adaptation, and weak coordination in the dissemination ecosystem. This paper proposes optimization paths from the dimensions of technological innovation, digital translation of cultural connotations, and multi-entity ecological co-construction. The research results can provide empirical references for enhancing the overseas dissemination effectiveness of Chinese popular IP short videos and strengthening the international communication power of Chinese culture, contributing to the innovative development and cross-cultural communication of China's excellent traditional culture.
